Social Housing
All Housing Associations and Local Authorities are currently required to instruct a Home Information Pack (HIP) if selling property, this pack contains an energy performance certificate (EPC). However, there is an exemption in place if the property is sold to an existing tenant and therefore not marketed. However, from October 2008, Registered Social Landlords will also be required to produce EPCs for property that is rented out.
Sampling and Cloning Property Portfolios
If you have a portfolio of properties, it is not always necessary to inspect every single property.
When instructing EPCs for a whole portfolio, sampling methods are used to provide the best value possible by reducing the time an cost.
The process of sampling is the selection and grouping of units from the portfolio that are similar so that the surveyed sample can confidently generalise the results and apply them to the production of EPCs for similar dwellings in the portfolio. This is done using a specific methodology.
It is the responsibility of the Social Housing Provider to provide a list of stock that may be used for the sampling process. We can provide easy to use forms and checklists to assist with this process.
The properties for the sample have to be divided into groups reflecting similarities of the following:
- Age
- Location
- Size
- Build type (ie: Flat, Maisonette, Semi-Detached, Bungalow, etc)
- Insulation levels
- Heating & Hot Water system types
We are then able to inspect a sample of each group and if the properties are found to be sufficiently similar to justify doing so, the results can be cloned and used to produce an EPC for the remaining properties in the group.
We charge £60.00per EPC carried out on the sample stock and £18.00 per cloned EPC, (of course each EPC, even those cloned, must be lodged with Landmark and an appropriate accreditation scheme which has it’s associated costs.
